Does water waste count in Winterhaven? I'm guessing they are exempt because they are on their own groundwater, correct? They still waste a lot of water! Overflow into the streets is prolific in this neighborhood. 3317 and 3309 and many others.

Winterhaven does have its own water company. The number is 327-0111. They may be able to help.

Good luck with this haha...Winterhaven mandates the greenest of green lawns along with wasting the most water you possibly can. A small little puddle on the street after watering for 2 hours every-day is nothing compared to the actual amount of water being used to water every mandated lawn in the neighborhood.

You are wasting your time trying to do anything with a private water company and Neighborhood Association set in its ways for over 50 years...you are better off writing to legislators or other representatives to better expose this neighborhood and how they mandate excessive water usage. Maybe with the water crisis becoming more and more prevalent and with what laws California has recently passed, something can be done to crack down on what Winterhaven is doing. It's funny you posted this because I recently have been thinking a lot about this very issue and wondering what would happen if there truly was a "doomsday" water crisis (say in like 50 years or whatever) and residents of Tucson were fighting over water outages and extreme crackdowns like having to drain swimming pools and such, yet Winterhaven was still going along like "no big deal" watering their enormous lawns and continuing to use water like it was neverending? Winterhaven is not on the Tucson Water system, and the water waste ordinances do not apply there.
