I thought the APD has the authority per Common Council resolution to ticket on the spot?

I agree! I go by there all the time, and there are many people outside, but never picking up the trash. Its super disgusting. I cant imagine what the inside looks like. Poor kids :/

This has been a problem address for a long time. DPW will clean the area again if the codes department cites the owner and is charged for the clean up.
