You need to add the VIN and license plate number to your complaint as well as call the police and have the car ticketed. You have to call 911 to have the police come out. They can issue the ticket for expired inspection. Also call 311 and have all the information for them as well.

The whole process could take a month. We had the same problem last summer, right around the corner.

Thanks, I'll follow the other steps you gave. I actually did this last year with another car and a simple call to 311 had it removed the next week but I'm pursuing all avenues.
