There is a huge pothole at Church St. and I285 overpass. It did serious damage to my vehicle. Who can I contact for filing a claim. The damage is very expensive. Help.

The timing of the traffic light at the intersection of Rock Mountain Blvd and East Ponce de Leon Avenue has been changed. Traffic now backs up on west bound East Ponce de Leon Ave for more than a mile each morning. I exit Rock Mountain Blvd from my workplace and the timing change made was not necessary. The change holds up traffic longer for west bound traffic than for east bound traffic as if there were a turning lead light. There is no lead light so it is holding up traffic for absolutely no reason. Whoever made the decision to change the timing clearly has not returned to witness the mess this has created. Who do I need to contact about this. Thanks!
