had a water authority truck speeding and tailgaiting (me) down meadowlark lane and on to loma larga on 7/30. vehicle was a white truck with water authority signage on the side, license plate contained "71569". Speed limit on meadowlark is 25, limit on loma larga is 30. Driver was so close to me, could not see the front of his vehicle (occurred at 5:40 am).
