On any given day, there are usually at least 3 cars parked entirely on the sidewalk of the 1000 block of Cross Street, making walking down the street difficult, forcing pedestrians to walk out into the street to get around them.

Thanks for reporting this. The Passyunk Square Civic Association has been working with the authorities (first the PPA, until the neighbors decided they'd rather NOT have us work with the PPA!) and now the PPD to tackle the issue of dangerous, illegal and inconsiderate parking practices. To that end we recently conducted a survey of parking issues, the results of which are available here:

That blog post also includes a request that folks continue to report these issues to us at the email parking (at) passyunk.org. We're compiling all of this information, including particularly troubled areas that are mentioned repeatedly by neighbors, so that we can turn it over to the PPD and ask for specific enforcement.
