This is a problem that plagues many blocks in our district. We have a similar problem at 2153 Caton Ave., a lot that has been empty for years and has become a nuisance.
What we need is city wide legislation that will require owners of undeveloped land to submit a timeline of action on the properties. If the timeline reflects a long delay in development, lets say 2 years, then the property would be offered to the community as temporary park space under the custodial ship of a neighborhood association. The association would find administration assistance through CB parks committees, Project Greenthumb, Brooklyn-Queens Land Trust or New York Restoration Project. The property owner would benefit through a property tax incentive and a guarantee that the property and sidewalk would remain sanitary through the custodial group.
