From the map this looks like it is in an unincorporated part of Vallejo, and Solano County doesn't subscribe to SeeClickFix. Try calling the Illegal dumping number at 707-648-4556, and be patient. They have two guys and a pickup truck serving the entire city. Somebody blocked the whole alley behind my house with a truckload of trash last month and I'm still waiting.
