This one has an amusing history. The city repaved the other half of Delaine a few years ago, while the Plant was under construction. The other section was in good shape at the time (B/C grade)
I always thought they simply forgot the rest of Delaine and never came back. However, the Plant naturally needed some additional utility work, so the new road section was dug up. Then some more issues on that side led to more significant reparations this year, but the worst section was left alone again.

So maybe the city kept this section un-repaired so that they could perform pothole filling practice? You can find fresh fills almost every week. :-)
