House has been abandoned and unsealed-- someone has been throwing trash and old food [moldy bread mostly] in a possible attempt to feed birds-- mostly just attracting rats, mice, etc. House needs to be cleaned up, resealed, trash needs to be picked up, and whoever is feeding the animals needs to be told by the authorities and neighborhood that this is not acceptable.

FYI according to the Philadelphia OPA the owner bought the house in 2000 on the cheap and it has sat abandoned ever since-- neighborhood association should look into contacting the owner [who does not live in the area] and let them know they will be contacting city officials and that the owner needs to clean up their act.
