Don't see how Oakland can keep ignoring the homeless issue. More likely than not this person has mental issues which the government ignores, but than again the homeless know how to play the city cause they can.
I think part of the issue is the idea that the more services--including providing housing to people who are incapable of providing for themselves, will only attract more such people to the city. That in turn will turn off more other people who live in these areas. As it is, I, and my neighbors, have to see these people all over the neighborhood looking a mess and some of them leaving a mess. My apartment building is very close to a tall building that the government pays to house the ones that can be housed. These are the better of the bunch.
It would be good if these unfortunate people could be housed around suburbia as well. But then those who are tasked with giving support services to them would complain that they are in areas not as convienent to getting services.
There is no concensous as to how to deal with this.
