We have a similar issue on 8th and Federal. We maintain a trashcan on the corner, but we chained down a lid with a small hole so that only small items can fit in the trashcan. However, the neighbors at 1154 and 1152 S. 8th, we believe, keep placing small bags of garbage (usually fish guts or some other food scrap) next to the trashcan. It's ongoing. It seems a common practice that neighbors use the publicly maintained trashcans as private trashcans.
