Sharraxaadda

There are two abandoned vehicles on my block that have been there for months. Both are inoperable. The white van, a Chevrolet Sport Van, has two pans under it to catch fluids and the van is full of trash, the driver side window is broken out, and there is no visible license plate. I have reported this to 311 with no success. There is also a black car right across the street from the white van. The black car is a ford focus and It too is inoperable and has been there for months.. When I lived in South Philly abandoned cars were picked up right away. What do I have to do to get these vehicles removed?
