I used to live in that neighborhood, actually on 6th ave & 42nd. So here is how it works.
1st. Is it between the street and sidewalk? If it is then that would be tree line parking. Call the police and get the tag #.
2nd. If it is yard parking, report when they are parking on the lawn (evening/ middle afternoon).
3rd. Take a picture and post it on this site. Then they know exactly the vehicle and house. As well your definitive proof.
4th. You can still call code violations in and if your relentless like I am, call the code inspector directly.
