The owner of the property at 154 Frank Street (where most of the items that are dumped at 138 Frank Street come from) is Kelly Moye. At almost any given time you can see discarded furniture and such in the rear of 154 Frank, that disappears and suddenly reappears across the street, in the rear of 138. The other part of the problem is that when people in the neighborhood see him and others dump stuff there, they don't say anything to the offenders or call in to NHPD with a license plate number or description of the person (illegal dumping IS against the law). We have ALL got to do better.
