My experience with PWD is they will not forward anything and rarely really refer anything. Its up to public to pursue any action.You should contact the law corps in the district attorneys office. The City now offers a reward of up to half of the fine collected.
within a few days I was contacted by someone at the Oakland City Attorney's Office, and from there, he gathered a declaration, and sent the registered owner a fine. I have not heard back if the fine was ever paid (not likely), but the expectation is that if for some reason it WAS paid, I would receive a portion.
