Hi Daniel,
Thank you for reporting this issue. This is a service cable. I have issued a work order for the crew to tighten it up. It may involved the property owner putting in a taller riser but we will know that once we investigate it.

It appears as I was finishing up the work order, another vehicle that was taller went through the same location and actually pulled the service off the building. Thank you for reporting it anyway... It really was a big help..
