There is a homeless guy who hangs around the Greyhound bus station. I have personally seen him put plastic bottles in the drains around the neighborhood. He is probably the culprit. And that guy has been around the neighborhood for over 20 years.

Alexander you're correct, the homeless are constantly placing trash into the drains in this area. But the city doesn't want to fix the problem.
