Yes. And No. There are two places I can think of that you shall turn. 15st eastbound and westbound right hand turns, 12th eastbound, and mall parking lot at 13th. So those for sure are three lanes. Now, as for the rest of the avenue, i would say yes as there are the pain dots for the new lines. The old lines are still visible but they are from a couple three years ago.
If you call traffic division of the PAPS you will probably get some moron who doesn't know the law and will mumble his way through an answer.
The only way to know for sure is to have someone drift into you when you are on the outside lane and see who gets tickets and who the Judge sides with in court when you or they fight it.
The city is too stupid to use good paint so this issue will come up EVERY year!
I once heard that the outside lane was a bike lane but the city has never posted any signage to this so only the courts can decide. Good luck.
