Traindude has had communication with State Rep. Tonyelle Cook-Artis regarding this ongoing problem. Rep. Artis told me that she will personally bring this issue to the Philadelphia Traffic Engineering Dept.

As of today, 10/06/2016, this issue is status quo. No new developments and vehicles are still speeding down this small one-way side street. A number of my neighbors are in agreement that the solution may be speed cushions. This suggestion was put to Rep. Cook-Artis but so far nothing has been implemented to correct the ongoing problem of excessive speeding vehicles. As with problems such as this I suppose that there will be no movement until a pedestrian fatality occurs or a serious vehicle accident involving enormous property damage and serious bodily injuries. We will just have to wait and see what happens.

As of 11/05/2016 nothing has changed here. Status quo. When will traffic engineering monitor this area and city police enforce the speed limit?

On Monday, January 30th at about 1115am I walked out of my building to the sidewalk on the north side of West Evergreen Ave. Two of our building's maintenance guys were standing outside the building and the three of us witnessed an automobile traveling at a speed in excess of 50 mph going west on Evergreen Ave. It very easily could have been traveling at 60mph. The three of us looked at each other in astonishment. Two of the poles on the curve at Navajo St have been ripped out of the ground because of excessive speed. When will this ever stop?

This is without a doubt an ongoing problem in all too many communities. Drivers in a hurry - and for whatever reason that appears to be the majority of them in general - don't seem to think or care about the possible dire consequences of their habit of speeding down residential streets and the carnage that could ensue from their scofflaw behavior. Clear posting of speed limits is apparently not nearly enough; one can only hope that police traffic stops with citations and heavy fines may serve, to at least some extent anyway, alleviate this dangerous situation.

Last month the residents of the Hill House signed a petition for the city to install speed cushions on West Evergreen Avenue in an effort to force motorists to reduce their excessive speed. We will have wait to see if this action by our neighbors has any effect on the city's traffic engineering department.

It took a letter to Police Commissioner Richard Ross on January 4, 2018 to get some action on this excessive speed matter. While addressing the speed issue I also mentioned the return of excessive noise and vibration from passing vehicles as late as 1240am with their audio systems cranked up to thunderous volume. This also prompted the captain of the 14th Police District to send two police officers to my apartment to speak to me personally. These nuisance and safety issues seem to have diminished somewhat in the past few weeks. When and if they resume the PPD will hear from me again.

On 3/15/18 a meeting was held at Hill House with Councilperson Cindy Bass and a representative from the city's traffic engineering department to discuss the problem of excessive speed and possible solutions . Some of the suggestions were given serious consideration and others roundly rejected. The representatives said that we should see a trial of speed cushions on the approach to the curve at Evergreen & Navajo Streets and possibly more clearly marked signs to alert motorists of the sharp curve. I personally suggested that the bollards on the curve and the curb itself be painted with white or yellow reflective paint so that they would be visible at night. The attendees were told that the timeline for these changes would be April-May 2018. We'll just have to wait and see it this happens.

Speed cushions were installed on the 200 block of W. Evergreen Avenue in June 2018. At this time they are slowing down approximately 7 out of 10 vehicles. Despite the signage at the approach of the speed cushions that warn motorists that they are about to encounter them many motorists are either not aware of the meaning of those signs which indicate that speed must be reduced or simply ignore and defy them. The coming winter season with ice and snow will ultimately let residents know if the cushions are doing their job. If the bollards on the turn at Evergreen/Navajo remain in place this winter and no one crashes their car or truck into the wall they will have shown that they are effective in reducing property damage.
