Inspector Norman made onsite investigation. The actual address is 980 Wakefield. These are set back 3' from edge of pavement and are not a permanent structure . In conclusion this is not a ROW issue. An email has been sent to the concerned citizen about this information. No further action is warranted by City. Case is closed.
