the city has a ordinance prohibiting such.
that's why you see them created more and more bike lanes on the sides of the roads.
they don't want bikes on the side walks.
just pedestrians and wheel chairs.
HOWEVER it does not excuse them from keeping the trees properly trimmed:)

Thank you city of Portland, I would have trimmed it myself but didn't want any tickets/violations for destroying city property.
