The lock has gotten worse over the past year, and now the mechanism doesn't function at all. I think one of the pin springs is broken ... the lock needs to be swapped out.

Issue can be closed. I got the dispenser open, removed the broken lock, bought a new lock at Home Depot, and installed it.
