Strong odor of sewage or animal excreta in vicinity of Sands and New Brooklyn. Odor is persistent and at times overpowering. Near wetlands.

Have you spoken to the landowners directly? If this is Solace Farm, they keep pigs, pigs sometimes smell, especially when its hot, such is the way of farms. Id certainly check with them.

To provide clarification on why there is an ongoing investigation while the case has been closed: In the matter of the odor, there are not any City Codes the regulate them which is why the information was forwarded to Kitsap County Health District. The ongoing investigation pertains to the number of animals allowed on the property.
