Cause you are for the fact that there is a parking spot marked and it's in the middle of the block. It's legal

It's definitely NOT legal to block a fire hydrant.

It seems like it is in Whiting legal to do this. Clark, John, Fred Streets to name a few that this happens. Whoever was responsible for marking these parking spots should have been aware of this and the curb where the hydrant is located painted, (like they use to do).
