Traffic signal at Lake Ave and Pine Street cycle through all phases whether there are cars in the cue or not. Traveling west on Lake Ave, signal cycle is short allowing limited amount of vehicles through. Next the signal will change to allow vehicles on Pine Street to travel north. This happens whether vehicles are waiting in cue. Next the signal will change to Lake Ave east to allow vehicles from Lake Ave to turn on to Pine Street northbound. Then will change back to Lake Ave west. Signal system should be programmed to allow 1. More vehicles to pass through and 2. Only change when vehicles are in the cue to trigger the signals.

All times of day. The timing typically doesn't allow enough time to move traffic effectively. If you're stopped at Union and Lake and the light turns green, traveling at a reasonable 30mph speed the light at Pine and Lake will give the driver a choice of jamming on the brakes or running a yellow light changing to red.
Most of the time when I drive through I have to anticipate the change to yellow even though the light is still green in order to make a safe stop at the light.
