My neighbor has been fixing up his pier that was destroyed in the past due to a hurricane. His yard is a total mess and has remained that way for years now. There are also large dirt piles that have been sitting in his front yard for weeks. He has tons of junk and garbage all over the place and neighbors, including myself, are starting to really be bothered by this.
