The area in question is between
I-10 and the City & State parking garage behind Circle K I work at the garage in the afternoon and am tired of Garbage from this blowing from this field into our side of the street and I am sure Manning house is tired of picking it up when it allowed onto their property as well

I've seen a lot of it blowing around in last few days some blowing into garage bag broke open over weekend
