Nothing is being done, they are partying with a dj everyday.

Jolhn Coyne, please advise the Equity Residential residents on what is being done with this issue.
Municipal Code limits entertainment venues to 55 decibels. Read also below the factors to be considered for permits - specifically proximity to residential buildings.
From the municipal code:
"Notwithstanding noise regulation in Chapter 222 of the Jersey City Code to the contrary, any entertainment under this Restaurant Entertainment License shall be restricted to a decibel level of 55 dB from Noon to 10 P.M., and shall be restricted to 45 dB from 10 P.M. to close of entertainment in accordance with § 157-4C(1), seven days per week.

Outdoor entertainment shall be prohibited in all establishments, except where specifically requested in the license application for a certain part of the establishment and approved by the Director and specifically indicated on the actual license. Outdoor entertainment shall not be the norm and shall only be granted where the Director is convinced that it would not unreasonably interfere with the quality of life of the surrounding community. In determining whether or not to grant outdoor entertainment, the Director shall consider, but not be limited to, the following criteria: the nature of the establishment; the location of the establishment including its proximity to residential properties; the input of residents of the surrounding area; and the history (if any) of the establishment. Furthermore, the Director shall not permit outdoor entertainment beyond the hours described in § 157-4C(4)."

I called the police to complain about the noise on Sunday afternoon. Zip. The live band on Saturday night (and a really bad live band at that) was so loud we could hear it in our apartment with the windows closed and the AC running.
The concierge told me the police will not do anything about the noise because the Lutz management has a "special permit" from Jersey City to blast their music at our apartments starting every afternoon (after the office buildings close of course because business would not tolerate this) and on into the night. A "special permit" means a few politicos (perhaps Mssr Coyne included?) had their palms greased to allow this noise pollution at the expense of several hundred Jersey City residents who have lost the right to quiet enjoyment of their homes.
These politicos are going to "study" this issue until Lutz closes down for the winter and you can bet Lutz will be back next year if we leave this up to Jersey City administrators. It is time that the affected One Harborside residents take this matter on directly. There are many ways to disrupt Lutz Gardens and make their management's lives as miserable as they are making ours. Lets start tapping our ingenuity and creativity and bring this problem back to Lutz where it started.

I concur with the complaints here. I live right next to this biergarten place and the noise is horrible. There is no peace even in my own house. Why should i have to live with doors and windows closed? This has been going on since more than a month now and nobody seems to be taking any action.
This doesn't make sense. Nobody seems to be listening to the problems and resolving the matter.
I am going to raise a police complaint on this now as the place seems to have been given a free hand at ruining the residents daily lives.
