First off that resident is down right horrible what hes doing should only be done on a conmercial property meabt for that, there should be no warnings in this case, it should go strainght to being a fine.
2nd off if hes parked like that everytime where hes hanging into the street i would be filing a new violation on every instance it happens and if his vehicle hangs over into the street i would notify the poluce as well as it could be cobsidered a safety hazard and/or they may be able to provide more help at getting the problem fixed.
Only other way to fight back against this that i can think of ia by all the nieghbors banning together and parking along the street in a fashion that prevents him from getting in or out like that and doing that as often as possible. I drive a bigger than normal truck for work and thats one of the biggest disadvantages of them, is that they ate difficult to manuver in a tight area.
All in all the city beeds to get off thier rears and hit this guy for fines cause it seems to me hes a major safety hazard to the entire nieghborhood and running a business out of his home that he shouldnt be

I dont think they are even allowed to cone any spots off if its on public or city property, me i would be moving cones and parking anything i could right in they way to prevent this from happening.
Whatvit sounds like is this guy doesnt care about anyone else aling with a complete diarespect towards his city.
Call the police as well on him as first pic is a code violation and can be considered illegal parking due to overhang into street that blicks off part of it

Name of the game is to keep filing violayions, and contact police if they are needed, more you stay on this @#$% the faster it will get fixed, guy in my old nieghborhood tried to do this and such according to an old nieghbor i spoke with bit from what he said another nieghbor was qriting him,up on a daily basis about it and was fixed within a month. So they good for a few mobths until the @#$% tries to do it again as its a reoccuring event.
They just dont care about the laws, codes or impact on others and think they ate entitled to do what they want when they want
