Red Dodge pick up Illinois plates # 1965686 . Has been living there since Janurary. BEXTREMELY loud vechile. Believes he modified his muffler to make it louder. Electronic cutouts / bypasses. He frightens neighbors awake at 5 am sometimes at 4 am. He let's it run for 15 to 20 minutes then before leaving horn honks. Then before leaving he revs it and takes off He is some kind of racer abd you can hear it for 2 blocks. He has chosen to turn the device off during the day when he passes an officer's home and when he sees an officer's vechile. Modification of exhaust system is a class C felony. Neighbors just want him to fix it and stop waking g everyone and their babies up, frightening some to where they have grabbed their chest fearing heart attack. Please help.
