Description
There is a German shepherd puppy tied to a large tree by a tire swing at this property. The dog's name is Coco and is tied to the tree 24/7. No access to food, water or shelter. It's a intact female with no rabies shot, vaccines or any other care.
Neighbors feed and care for this puppy otherwise maybe already dead.
The neighbor across the street at #435 some times takes the dogs on walks, but this is very irresponsible since the puppy has no vaccines of any kind.
Please ask the Sheriff Animal Control to pay a visit to this irresponsible owner. Coco seems like a lovely dog that needs help.

California prohibits tethering a dog to a stationary object, but allows a dog to be tethered “ no longer than is necessary for the person to complete a temporary task that requires the dog to be restrained for a reasonable period.”
So why is this animal control officer telling me the dog was tethered properly and we are closing the case???
I called and if I want to speak to anyone I have to call the Sheriff or wait until tomorrow. I am very tempted to call the sheriff and ask him to explain why officers employed at animal control are not protecting animals according to the law.

I looked on the internet and it says a municipality can not override a state law except to make a more severe penalty for a crime. So the city's municiple code regarding tethering (if it means what the animal control officer said it did) is illegal.
I wrote a post on the facebook page for the San Francisco Animal Defense League. Hopefully someone will respond. If there is a chapter in this area other than San Francisco, they will tell me I'm sure.

I agree with the prior post and would be happy to volunteer some help to the family and Coco if only someone who knows them or lives in that neighborhood could let them know. There appear to be a few of us who want to help. If the family loves Coco, maybe they would be open to an improved kennel or some Vet care, extra food, bones, toys, and possibly socialization, maybe Coco could be inside in the heat and cold.......
If the family is not interested in improving Coco's outlook, perhaps they would be interested in seeing Coco go to another home, whatever is best for the family and for Coco.
We need someone who knows them to trust that we are not here to hurt anyone, we just want to help the family and Coco.
