Isn't trash suppose to be in containers and have a lid on it? I just cleaned up litter from a trash bag that was ripped open and it's contents were spread all over the street by seagulls. Can you please clarify the rule and, if I'm correct, can we start enforcing it so we don't have trash in our streets and clogging our sewers.
