Description

We get bad flooding in this area, and the manhole cover flipped off during the last big rain. It was overturned and someone replaced it, but upside down. There are now tire hazards sticking out of it, due to the way the cover is built. I have tried to flip it over, but there is no way to grip it. Please fix it!
