A couple of problems here. First, let's describe the situation.

There are 2 lanes that can execute a Michigan left from heading south on Fort to heading North. The right lane can choose to go straight onto Quarry.

Additionally, traffic must turn from Quarry onto Fort Street (heading North). Quarry also connects to Fort street about 100 feet North of this intersection where traffic must turn onto Fort Street (North).

There is a light at this intersection.

The problems are as follows.

1. On red, traffic is confused on who has the right-of-way those turning right onto Fort from Quarry or those in the turn around lane? (particularly when the turn around traffic was waiting 1st)

2. People turning right from Quarry onto Fort often assume that the right lane of the turn around is going straight onto Quarry, when it is not, causing near accidents as both proceed to turn into the same lane of traffic.

3. A new traffic sign in the turn around lanes shows arrows turning to the left (onto Fort) with the word 'only' beneath them, seemingly indicating that you cannot go onto Quarry anymore. This is presumably not true but, if it were, no one is following it. (If they wanted to make it so, they need to close the entrance or make it curved so only those on Fort can turn onto Quarry)

4. Many people in the left lane turn around assume the right lane is going straight and turn into the right lane on fort street causing near accidents.

5. After turning onto Fort street from either the turn around or Quarry, you immediately have to merge with addition traffic from the 'other' Quarry road intersection.

I think the BEST fix would be to close the Quarry and Fort intersection and move it to the 'other' Fort and Quarry intersection so that you don't have the competing right turn from Quarry and left turn from Fort. Additionally, if they do NOT want people in the turn around to go onto Quarry, they need to put a curb up and make it only accessible from Fort Street.
