the new owners have been cutting out the grass and laying concrete for a driveway on north lawn, new fencing going up, and constructing some sort of framing for enclosure on patio. and parking all over the grass. they might not know what the codes are in the city. this needs to be checked out. most residents have to be permitted for work!
