There are 5 Irish cows on 326 Main St near Galleria Pizza & Restaurant. The cows are out in all kinds of weather. They lay out on the cold ground or go underneath a place that looks like where they feed that has a roof. A few months ago I spoke with the owner about the cows protection from the weather. He said the gate is open and they could go in the barn. I see the gate is open but the barn now looks like it is collapsing. I see the cows near the gate. They are always out side of it even though the gate is opened. There are 5 cows, it looks like 2 females a male and 2 baby cows of different sizes. I would like to have someone check the building to see if there are any code violations and why the cows may not be going inside in all this bad and cold weather. I pass that way a lot so I do see them outside. I don't know much about cows how these cows are cared for but I think the building inspector should check this out and maybe an animal welfare group could get more information.

I have been reading along since the initial post; I am not sure what action can be taken other than checking with the building department to see if there are any code violations (as was mentioned already).
I can give them a call in the morning to see if there is anything they can do from their end

The barn is still falling down. I contacted Officer Rizzo at Wallingford Animal Control and Mr Raymond Connors at the State Agricultural Dept. I believe Officer Riizzo when there but everything is still the same except of two dumpster that are there. There are no places for the cows to go.Neither of these men have gotten back to me.
Maybe something is being done, their was also a big pile of dirt at the opposite end of the fenced in part where the cows are at.
The cows hover under a small feeding areas where they all don't fit and only half of their body is protected .No has has gotten back to me about what is being done. This barn should be condemned and maybe Mr Zandri can look into that and also talk to Officer Rizzo.to see what can be done.

Hi CT.CORN; that's my old account. When I logged in with my phone it defaulted to that login. I asked as I mentioned above and they said the town department to be involved at this point would be the Building Department.
I am also giving the owner a call as well.

OK - so since Thursday this is all the information I have been able to gather up regarding all of this.
I spoke with the owner of the property today and confirmed some of the follow up I had already gotten from the people in attendance (Council Members, Atty Small, etc).
The State of Connecticut agriculture department has checked more than once on the welfare of the cows; according to their reports the cows are well fed and are not neglected so there is nothing for them to act on with respect to that.
The Mayor's office has been involved and the matter was handed over to the Building Department. They investigated and did find the building in a state where it needs to be addressed (either repaired or removed).
A demolition permit has been taken and was listed in the paper on March 30 "demolition, $3,500.00" for the barn so at some point it will be taken down.
At this point, every entity that has been contacted has taken their actions and responded accordingly.
The State of Connecticut agriculture department followed up, the Mayor's office engaged the Building Department and they followed up, the Building Department discussed the review with the property owner and advised on available actions and the property owner is addressing the matter by action on the review.
At this point there is not much more to do or follow up on but it looks like everything is moving forward.

Hi CT CORN - So with respect the barn collapsing, the Building Department is in agreement. The options given were to fix it or take it down. The owner of the property has gotten a demolition permit and will be taking it down. There's nothing else to do or escalate with respect to that so I am not sure what other action there you'd like to see taken.
With respect to the cows having protection from the elements, the State of Connecticut agriculture department reviewed the setting and the welfare of the cows and deemed that there was no neglect and that they are well fed. So with that there is nothing additional to do. If they deemed there wasn't proper shelter for them they certainly would have ordered the owner to take corrective action. Since they found no harm to the cows or their care they gave no items of action to address. There is nothing more here to escalate.

"My concern also is that they have a place to go for protection from the weather cold or warm, rain or snow etc." - So with respect that; I would presume that as part of their review, the State of Connecticut agriculture department made an assessment of the whole situation. Understanding that the demolition permit was issued, I presume they indicated what additional actions, if any, the owner would need to take after the building is taken down.
At this point I think it makes sense for the open action items be executed on (demolition of the barn, follow up, etc).

April 26 I went to Wallingford City Hall and went to the building dept. I spoke with a man named Rick. I said the building is caving in. He said that the owner has a permit to tear it down and I said it needs to come down before it collapses on the cows who eat near by. This driveway also leads to houses in the back where other cars pass and the barn might collapses on their cars as they go through. Rick said he would go visit and that he had seen the barn was really bad.
I told him the cows still have no protection if the barn is up or down. He said he has no authority about that. I did ask him to mention it to the owner. I don't know if he did
5-4-2013 UPDATE-Either the barn collapsed or the owner is taking it down. I am going to put up more pictures. I don't know if there are plane for protection for the cows.

Notice that there is a house in the back where the driveway for the barn is used. I think there is another house as well where the owner lives. The barn could have fallen on the cars driving through this driveway to get to their house.
