In case it is not clear from the photo the camp is set up inside the "scenic overlook" alcove on the path to the west side of the bridge. A tent and other elements have now been added to the camp, and there has been additional trash and other items accumulating off to the side of the path as well.
City of Berkeley responded that it isn't their problem, that I should contact EBRPD. The home less guy seemed to know that he wouldn't be bothered, and was happy to be in the picture.
You are right that it is EBRPD property. Our Parks department contacted EBRPD to come out and take care of it. I don't have an ETA yet, but I'll check with our staff to see if they have an approximate time.
