Food Maxx is the source of abandoned shopping carts in Burbank, Buena Vista and Midtown neighborhoods. Carts do not have locking mechanism and are found abandoned several blocks from store. City needs to mandate store to install lock mechanism on carts. Fines for stolen carts are not being enforced. Ongoing problem.
