there is a driveway between carlls jr and smart and final i stopped to take a photo of the sunset that night. i watched a man break through the fencing and bring boxes through and dump on other side of driveway. he was there quite a while moving things near garbage can.
then he went through the gate and pulled it closed behind him and walked over the hill. not sure if also garbage problem by homeless
man is walking over the hill towards the water.
