Well, I'm going to close this issue, but not that it has been resolved. Unless ignoring the issue until the poison ivy dies is the way RG&E decided to handle it. In that case they were successful. I guess I'll just have to reopen it again next summer when the poison ivy returns.

RG&E has decided to ignore this issue until, finally, the poison ivy died. I guess that's one way to deal with it. Hope no one contracted anything from it in the meantime.
