This is a signal controller programming problem, not a problem with either the buttons themselves or the signal lights.
In response to previous complaints, on January 17, James Womack wrote, "We are planning to place Telegraph & 40th and also 40th & Frontage Rd (By BART Station) on Pedestrian recall between the hours 7 am and 7 pm, Monday thru Friday. Which will allow people to not have to push the buttons between those hours. We should have this implemented by Friday this week. I received permission by one of our Traffic Engineers."
The new signal programming worked for the first few days, but this morning had returned to giving a walk signal only if the button was pressed.
In a followup message this morning (after I had already filed this ticket), he explained, "We are in the process of upgrading the program chips at each location, because of a glitch with the time clock. We should have the new chips installed by next Monday January 29th. Please bare with us a few more days." So in theory the problem will be resolved on the 29th.
