The Northeast Times scattered its papers throughout the neighborhood. They were thrown from a van (in violation of Section 3709 of the Pennsylvania Vehicle Code). The address listed is representative: You can see a sea of red plastic sleeves up and down Horrocks St. and on every connecting side street. They should be made to clean up this mess (or be fined $300/paper for violating the state littering law).

They "delivered" their papers again today. Yes, it's another sea of red trash strewn along the streets of NE Philadelphia.
And no one seems to care.
Why bother trying to keep your city clean when it's okay for the Northeast Times to do this each and every week?

Another Thursday and yet more red trash all over Northeast Philadelphia. Again, they were "delivered" by simply throwing them out of a vehicle onto the sidewalks and streets.
They were thrown from a white vehicle with Pennsylvania tag HCK-6225 on Shelmire near Large at 12:38PM . The driver was a black male.
Hello? City of Philadelphia? Philadelphia 311? 2nd Police District? Any of you care that this happens each and every week ON YOUR WATCH?

Good luck with that! My mom tripped over one of their papers on her steps last month. I called to ask if they could put it in her door or place it somewhere more visible instead. The woman who answered the phone (heavy accent...Russian maybe?) was very rude. She told me they "cannot make such special arrangements" and must deliver the same way for everyone. I asked her what else could be done. I'll never forget what she said:
"You tell mom to look where she going."
And then she hung up on me!

Philly311: Thank you for acknowledging the issue. However, your suggestion is flawed. Signing up for the program stops ALL circular deliveries to a SINGLE property. The Northeast Times is doing this to an entire section of the city every week!
(Sigh). It's hard enough getting the City to deal with individual incidents like potholes and defective traffic lights. It's downright depressing when they won't do anything to help with issues like this.
So, I guess we're on our own. Janet, tell your mom to watch her step.
