The barrels are needed for the active construction zone. Part of a curb has already been built and is blocking half of the NB travel lane. A search on Google showed the Bicyclist Pocket Guide to read "Cyclists can — and should — take the whole travel lane where there are poor road conditions, such as debris or potholes, or if the road is too narrow to share safely. There is also the multi-use trail on the west side of the road.
