The memorial flowers are there because a motorcyclist down-shifted to stop at the sign and lost control of his bike and hit a telephone pole.
Most people don't completely stop at the sign, and when they do, the drivers behind are taken by surprise. It's a bit of a mess, because the road was designed poorly, with too sharp a curve.
There are cops who take advantage of the rolling stops and hand out tickets even though anyone with common sense can see that they slowed down enough to safely navigate the curve.
There's another dumb stop sign at Weber road and Curtis lane.

As another person mentioned, this is a misuse of a stop sign. The purpose of a stop sign is to control traffic at an intersection of 2 or more roads, not control speeding where there is no intersection.
By this wacky logic that it's there to control speeders, some people probably think it's a good idea to install a stop sign on every road about every 2000-3000 feet.
If the turn is too sharp, widen it. If speeders are a problem, have the lazy police do their job and enforce the law.
Forcing every driver to come to a complete stop where it's perfectly safe to go around the curve at 15mph is completely asinine.

Sorry, but I do have a clue. This sign is an illegal use of a traffic control device and should be removed.
Section 2B.04.05 (page 50 of the 2009 version) of the Manual of Uniform Traffic Control Devices produced by the National Highway Administration states that: "Yield or Stop Signs Should not be used for Speed Control"
Each state is required to use the guide as the standard for local traffic control legislation. Reference: US Code Title 23, Chapter 3, Section 315 and PA Title 75 Part V Chapter 61 Sub-chapter B Section 6121
PA Title 75 gives municipalities specific powers to regulate traffic. This includes 75.V.61.B.6109.a.6 - "...designating any highway or junction of roadways as a stop or yield intersection or junction" Notice it doesn't say anything about allowing the use of a stop sign along a road where it does not intersect with another.
No law that I can find authorizes a municipality to utilize a stop sign as a speed control device. If you can find one, please cite it and I'll stand corrected.
Also, please take note that nowhere was I whining about not being able to speed. I stand by my statement earlier that the turn can be safely navigated at 15mph.
The stop sign should be removed and the standard turn warning sign with a 15mph restriction should be installed.
