  apparently the city's position is to do nothing about all the homeless encampments until there is housing for the occupants. At the rate this is going, about 40 - 80 units a year, about $550 mill per 40 units per year for services, and about 2,000 homeless folks, we will never be rid of the encampments as the city hasn't the money, and more homeless will come here to replace the housed folks. Look at SF. About $435 mill a year and the same number of homeless now as 10 years ago.....
