I have more yard waste than I know what to do with... branches upon branches (and more... to infinity)... I've kinda given up. HOWEVER in walking in my neighborhood I saw a neighbor that just piled them on the street.. (see pic)... now before you respond, this about 5% of what I have, however any portion would be great... this this PIC legal??? Thanks!

No branches or stumps greater than 3 inches in diameter or 3 feet in length will be picked up. Acceptable placement methods are
Biodegradable paper yard waste bags
Bundles up to 3 feet long and 2 feet in diameter
Barrels with an official City yard waste sticker.
