Description
The owner of this boat and vehicle who lives at 1520 El Dorado keeps playing the game of keeping it parked on the street but moving it every few days. It has been at this spot for a week now. I know you aren't supposed to store boats on the street so I was hoping someone could take a look and rectify the situation. The plate on the vehicle is 5PYT778 from CA and the one on the trailer is 4MM9040 from CA.

Police patrol officers (not Code Enforcement, nor Community Services Section) should tag improperly licensed, parked, over-parked, or un-roadworthy vehicles when first observed. Tagged vehicles observed within the same week at the same location, and within one mile should be re-tagged. Third time - tow it, and sell it to (1) pay the fine, (2) compensate police department and (3) legal staff for labor and office costs involved. Balance, if any can be refunded to the owner.
If there is no law on the books to allow this -- then pass one now! If police department management say they don't have time to do this - then fire them, and find someone who can agree serve community needs.

Good luck with that. There's a huge horse trailer parked one block up on the 1300 block of El Dorado that I reported back in February and the city has done NOTHING about it.
It's being used to store construction equipment. I saw it being filled up, then boarded up and locked with a chain and padlock. Since it's been here it has not moved once. It's not even hitched up to anything.
