There is a dog (maybe even two of them) at 609 Hyde Park Blvd. that is chained to an old car with tarps over it. The chain is probably not even 4 feet long. The dog barks without a break for hours and hours at all hours of the day. I believe the conditions for the dog are inhumane. I sent a text to the owner of the home and asked her to speak to her tenant (that presumably owns the dog) but she did not reply. The dog needs humane conditions and I need to not hear it bark nearly 24/7.
