I regularly email William Roualdes, the officer in charge of ballpark events, as well as Captain Redmond. They are too understaffed to address the issue in time and to any degree of resolution. They're well aware of the situation, but it's not chief among their concerns; nevertheless, neighborhood residents and voters view their unfettered criminal activity as a gateway to further problems (i.e., if the SFPD won't come after me for doing this, what else can I get away with?).
Could PCOs be required to report crimes they see? There are always a handful of PCOs stationed at each intersection where these crimes are occurring. They're in a position to report them, describe them, and inform SFPD about their direction if they flee as officers are approaching.
Can citizens request citations and the issuance of stay-away orders? There's a fairly consistent contingent of these criminals who obviously peddle at EVERY SINGLE HOME GAME. They get verbally combative and abusive when residents ask them to stop and leave. Unless we can compel action by SFPD and make it a crime for these repeat offenders to be in the area, the problem will persist.
